Monitoring and research programs described in the Phase II rep (EPA 1993a) were designed without cost constraints, and some aspects of design and all details of implementation were left to be worked out. Accordingly, the objectives of this Plan are to:• Develop recommendations for prioritizing the monitoring and research programs tocoincide with expected available funding and existing management priorities.• Describe specific steps to be taken in implementing the monitoring and research programs.• Discuss concepts for the role of predictive modeling in the Water Quality ProtectionProgram.
