An evaluation of the financial feasibility of a private concessioner wanting to invest in and operate a boating and tour facility. The land area, access, effect of hurricanes, current concessioner, and visitation levels/attendance are considered. This report presents an evaluation of the financial feasibility of a private concessioner investing in and operating various boating and tour facilities in Biscayne National Park (BNP). The analysis seeks to determine whether such a concessioner will be able to realize a reasonable profit on the operation commensurate with the capital invested obligations assumed, and recognizing the competitive environment in which the enterprise will operate. The five-year concession permit expired in 1992 and the concessioner is currently operating with an interim letter of authorization. The National Park Service (NPS) intends to execute a new contract by March 1996 and will require the concessioner to undertake and complete a development program in general accordance with the Biscayne National Park General Management Plan (GMP).
