RMC Consultants, Inc. (RMC) performed this Phase I Environmental Site Assessment (ESA) for the Department of Interior, National Park Service (NPS) Intermountain Region Office in Santa Fe, New Mexico. The subject property, Tract 101-11, encompasses 1,305.43-acres to either side of Big Sandy Creek in Kiowa County, Colorado. The property, believed to be the primary site of the Sand Creek Massacre, is proposed for inclusion in the NPS's Sand Creek Massacre National Historic Site (SCMNHS). The property is surrounded by unimproved grazing land located within the proposed boundaries of SCMNHS. The adjoining properties are still privately owned with the exception of Tracts 101-07 (federal) and Tract 101-03 (state), which adjoin the subject property to the north and south, respectively. Two unimproved access roads enter onto the subject property from County Road W, which runs along the length of the property's southern boundary (see Figures 1 and 2).
