The purpose of the publication was to explain the framework within which conservation of the man-made environment operated in the United States, emphasizing the roles played by the Federal, state, and local governments and the private sector and their interrelationships. The report analyzed the existing system from the political, economic, legal, social, and planning points of view and noted obstacles to effective accomplishment of conservation goals.
