In 2010, the Pacific West Region of the National Park Service (NPS) partnered with the University of California, Santa Barbara (UCSB) and the USA National Phenology Network (USA-NPN) to develop a phenological monitoring network in National Park units across California. The NPS Climate Change Response Program (CCRP) provided funding for the 3-year pilot phase, and this report documents the development, implementation, and accomplishments of the California Phenology Project (CPP) pilot phase. It is intended to provide guidance for NPSunits and other agencies, institutions, and organizations that would like to join the CPP or implement a similar monitoring program. The goals of the CPP are to: establish a framework for long-term phenological monitoring in CA; collect and analyze data to address research questions related to phenology, climate change, and management; and engage the public in the study of phenology and climate change. Objectives of the pilot phase were to: 1. Develop a scientific framework to guide the CPP activities and the selection of target species. 2. Use the USA-NPN online platform, Nature’s Notebook, as the basis for developing and testing monitoring protocols. 3. Develop tools for interpreting phenological data and communicating results. 4. Provide training in phenological monitoring and in phenology-focused educational activities for NPS staff and other interested parties. 5. Develop approaches and tools for public engagement and education. 6. Create a website to share monitoring tools and educational materials. 7. Communicate the CPP pilot phase results and successes. The pilot activities have been directed by the CPP Core Team, which includes representatives from each collaborator: UCSB, USA-NPN, CA Cooperative Ecosystem Studies Unit, and 7 pilot park units, including: Golden Gate National Recreation Area (GOGA), John Muir National Historic Site (JOMU), Joshua Tree National Park (JOTR), Lassen Volcanic National Park (LAVO), Redwood National Park (REDW), Santa Monica Mountains National Recreation Area (SAMO), and Sequoia & Kings Canyon National Parks (SEKI). The pilot phase activities documented here include: development of a scientific framework; selection of target species; development, testing, and implementation of monitoring protocols; initiation of outreach and partnership activities; and creation of educational materials.
