This study has two main objectives: 1. To define a National Park System that is balanced and complete in its representation of the Nation's historical heritage; and 2. To identify the "gaps" that presently exist in this representation. Organization of American history into themes and subthemes offers and orderly framework that has proved itself in more than a decade of service to the National Historic Landmark program. This theme structure has been recast, but not fundamentally changed, to make it more comprehensive in coverage and simpler in organization.
