The purpose of this study is two-fold: first, the study will develop an overall C&SF Project comprehensive plan with particular attention to features specific to Lake Okeechobee, Everglades Agricultural Area, Water Conservation Areas, Everglades National Park, Big Cypress National Preserve, and Native American tribal lands and the tools necessary to evaluate the effects of this plan; and second, the study will investigate with greater detail the Water Preserve Area feature to determine the feasibility of implementing this portion of the project as the first phase of Everglades restoration. Further, this feasibility study will provide a critical link to measuring system-wide effects of the other separable elements to be evaluated in future feasibility studies.
