FINAL REPORT of the Peer Review Panel. Panel Members: Jeffrey L. Jordan, Donald M. Kent, John M. Shafer, Ellen van Donk, Charles L. Coultas . The responsibility of this panel was to review the technical data, methodologies, and conclusions made in the development of the minimum flows and levels (MFL) criteria for three hydrologic systems in South Florida: Lake Okeechobee, the Biscayne Aquifer, and the Everglades. In addition, the panel's responsibilities included the consideration and inclusion of input from the public workshop conducted on August 31 and September 1, 1998, where relevant. This report summarizes the panels finding regarding the key facts as found in the literature and information presented during the workshop and conclusions and recommendations on the subjects raised by both the South Florida Water Management District (SFWMD) staff and public participants.
