Prepared for South Florida Water Management District. Executive Summary: The South Florida Water Management District (District) is developing a regional water supply plan for the Lower East Coast (LEC) planning area. The overrall objective of the LEC Regional Water Supply Plan is to identify water management strategies that will ensure that future water supply demands from all water users within the planning area will be met. One potential approach for enhancing regional capabilities for meeting water supply demands is capture and storage of excess surface waters normally discharged from the LEC to tide via the District's primary canal system. This report summarizes the Phase 3b analyses of the feasibility of surface water backpumping to intermediate surface water management systems, perhaps linked with Aquifer Storage and Recovery (ASR) wells, as a mechanism to enhance long-term water storage capacity. These studies were conducted by the CH2M HILL team in cooperation with the District.
