The following proposal responds to the RFP for the Biscayne Bay Restoration and Enhancement Program's Benthic Sampling Program. It includes sections on the Firm, Scope of Services, Schedule and Budget, Qualifications and Appendices. Background of the Metcalf & Eddy Coral Gables, office, as well as the national and international levels of the firm is presented. The Scope of Services includes information on field and laboratory services, data analysis and report preparation for both Phases I and II of the program. The project schedule and budget are presented in six month increments, including a flow chart of the chronological phasing of the project. The qualifications of the project team and related work experience are included. Appendix A presents a benthic laboratory procedures quality control manual for a similar Metcalf & Eddy project in Florida. Samples of computer-generated graphics that will be used in this project are presented in Appendix B.
