"After thorough study, the Director of the National Park Service and I have prepared an action program which faces this task squarely. It is called MISSION 66 -- a proposed ten-year development plan which should begin now and should equip and staff the Park areas to serve the needs of the expected 80,000,000 visitors by 1966, the 50th anniversary year of the National Park Service." -- from the February 1, 1956, transmittal letter from the Secretary of the Interior to the President.
