This document contains standards and guidelines for the treatment of cultural landscapes, intended to provide guidance to cultural landscape owners, stewards and managers, landscape architects, preservation planners, engineers, contractors, and project reviewers prior to and during the planning and implementation of treatment projects. A draft was shared in 1992 for public review; this final version integrates comments from the landscape architecture and preservation communities. The Department of the Interior is the nation's primary conservation agency, with responsibility for most of the nationally-owned public lands and their natural and cultural resources. This mission includes fostering wise use of land and water resources, protecting fish and wildlife, preserving environmental and cultural values of national parks and historic places, and providing for the enjoyment of life through outdoor recreation. The Secretary of the Interior is responsible for establishing professional standards and providing advice on the preservation of cultural resources listed in or eligible for listing in the National Register of Historic Places. The Secretary of Interior's Standards for Historic Preservation Projects were developed in 1976, consisting of seven sets of standards for treatment approaches to historic buildings. The revision of these standards (1992) allows them to be applied to all historic resource types in the National Register of Historic Places - buildings, structures, sites, objects, districts, and landscapes. These Guidelines for the Treatment of Cultural Landscapes explain how the four treatments - preservation, rehabilitation, restoration, and reconstruction - can be applied to cultural landscapes in accordance with the Standards.
