A guide to Accessibility, part of the Landscape Lines series from the Park Cultural Landscapes Program. Since the 1960s, there has been an increase in public awareness and legislation regarding the rights of individuals with disabilities. The Americans with Disabilities Act (ADA), passed in January 1990, is the most extensive expression of this changing perspective. The law identifies equal access as a civil right and prohibits discrimination on the basis of disability. The executive branch of the federal government is not bound by the provisions of the ADA, but is required to comply with accessibility provisions in two earlier pieces of legislation (Architectural Barriers Act and the Rehabilitation Act). This document identifies the legal and technical specifications that direct accessibility requirements in design and construction. It also describes the idea and implementation of universal design, equivalent facilitation, and accessibility in cultural landscapes. This document also provides some of the most critical technical specifications for projects, along with resources on how to consider accessibility when planning preservation projects in cultural landscapes.
