The Secretary of the Interior is responsible for establishing standards for programs under the Department's authority and for advising federal agencies on the preservation of historic properties that are listed in the National Register of Historic Places. This guide for the treatment of historic properties is part of that responsibility. There are separate standards for the preservation, rehabilitation, restoration, and reconstruction projects undertaken on historic properties. This document addresses standards for rehabilitation, defined as an "act or process of making possible a compatible use for a property through repair, alterations, and additions while preserving those portions or features which convey its historical, cultural, or architectural values." The standards intend to support the long-range preservation of historic materials and features, and can be applied to a range of building materials and functions. Rehabilitation projects must meet these standards and be consistent with the historic character of the structure in order to be certified for federal tax purposes. These illustrated guidelines are an updated version of the original publication, intended to advance the overall understanding and interpretation of basic preservation principles. They offer specific guidance on how to make historic buildings more sustainable in a manner that will preserve their historic character and meet the Secretary's Standards for Rehabilitation.
