The goal of this study is to develop an alternative transportation system (ATS) that will enhance the visitor experience and understanding of the historic context of Saratoga NHP while protecting the Park’s natural and cultural resources. The ATS should also link the Park’s resources with other local historical and recreational assets. A successful ATS will enhance the visitor experience by providing on-board interpretation, reducing traffic congestion, and reducing conflicts with bicyclists and pedestrians. This study considers developing new connections as well as integrating existing trail networks and other public facilities. While the primary goal of the study is to connect the Saratoga NHP units, the study has sought input from groups such as Old Saratoga on the Hudson, the Erie Canalway, and Lakes to Locks Passage as well as local officials in order to complement and support the work that these groups are doing in the area. Study findings are presented in the remaining chapters of this report. The first step in this study, discussed in Chapter 2, was to create an inventory of key locations in the area and identify existing linkages between the sites. Chapter 2 also contains a review of the current visitation patterns at Saratoga NHP as well as a review of current ATS activity at comparable locations across the country. An evaluation of ATS alternatives is included in Chapter 3. Chapter 4 contains recommendations for an ATS at Saratoga NHP. Summary and conclusions are presented in Chapter 5.
