The purpose of this Historic Structure Report (HSR) is to document the historic context, the development, uses, and current conditions for the Mine Loading Building (Building 15) and the Mine Storeroom (Building 16), associated with the Mine Support Structures, adjacent to Fort Pickens at the Gulf Islands National Seashore. The National Park Service will use this report to inform and guide the stewardship of these historic structures. The scope of work prescribed for this HSR specifies that documentary research be limited to the park’s records. Although not listed individually in the National Register of Historic Places, the Mine Storeroom and Mine Loading Building were both identified as contributing structures in the draft National Register Nomination for the proposed Fort Pickens Historic District. The Mine Storeroom and Mine Loading Building are also considered to be contributing structures in the historic district that encompasses the Endicott System and later military resources located on western Santa Rosa Island, for which a National Register nomination is currently in progress. Both buildings are significant for their association with late nineteenth and early twentieth century activities conducted by the U.S. Army to protect the strategically-important Pensacola Harbor using Endicott batteries and mine technology. They are significant for their association with Fort Pickens and as the surviving features related to the early twentieth century defensive mines in the harbor.
