The Jaeger Company in 2016 prepared this historic structure report for the Scruggs-Briscoe Cabin, one of the buildings to be retained as part of a Memorandum of Agreement signed by representatives of the Advisory Council on Historic Preservation, the National Park Service, and the Tennessee State Historic Preservation Officer. The purpose of this report is to document the development, use, and current condition of the Scruggs-Briscoe Cabin. The National Park Service will use this report to inform and guide the stewardship of this structure. The report also includes context and background information about nineteenth-century settlement in the region, advent of the railroad, growth of the timber industry, development of Elkmont from a lumber camp to a resort community, and transfer to the National Park Service. The report is divided into two major segments, Part I: Developmental History and Part II: Treatment & Use. Part I is organized into three sections that address the historical background and context of the locale, chronology of development and use of the Scruggs-Briscoe Cabin, and a physical description of the exterior and interior. This also includes an assessment of condition and a listing of character-defining features. Part II evaluates treatment options and concludes with an “ultimate recommended treatment.” The Appendix contains scaled drawings including an as-found floor plan, foundation and roof plans.
