This document is the post-fire response plan for the Las Conchas Fire at Bandelier National Monument. It consists of assessments and treatment specifications to stabilize and rehabilitate the fire. It has been prepared in accordance with Department of the Interior and National Park Service policy, including DM 620 Part 3: Burned Area Emergency Stabilization and Rehabilitation, the Interagency Burned Area Emergency Response Guidebook, and NPS Reference Manual 18. There are three funding sources for post-fire activities; suppression damage repair, emergency stabilization and burned area rehabilitation. Suppression damage repair is performed to rehabilitate suppression damages from activities such as dozer lines, hand lines, and the creation of new fire access routes. Emergency stabilization funds are used to assess and prescribe cost effective post-fire measures necessary to protect human life, property, and critical cultural and natural resources in accordance with approved land management plans and policies, and all relevant federal, state, and local laws, and regulations. Non-emergency burned area rehabilitation treatments to prevent the encroachment of invasive species and to repair minor infrastructure. Any needs and requests outside of these three funding authorities must use park funds or other non-fire program sources. This plan provides recommendations for all funding sources to stabilize, rehabilitate and restore lands within the jurisdiction of the Bandelier National Monument affected by the Las Conchas Fire. It was prepared by a Burned Area Emergency Response (BAER) team comprised of Bandelier National Monument staff, USGS staff from the Jemez Mountain Field Station, and the United States Forest Service.
