The Federal Aviation Administration (FAA), with the cooperation of the National Park Service (NPS) and assistance of the U.S. Department of Transportation, John A. Volpe National Transportation Systems Center (Volpe Center) is developing Air Tour Management Plans (ATMP) or Voluntary Agreements (VA) for all national parks with commercial air tours, with the exception of the Grand Canyon National Park (GCNP), tribal lands within or abutting the GCNP, Rocky Mountain National Park, exempt park units (50 or fewer annual tours) and national park units located in Alaska. An important area of technical support is the determination of representative baseline ambient sound levels for the study parks. The FAA, with the assistance of the Volpe Center’s Environmental Measurement and Modeling Division, and the NPS, with assistance of Harris Miller Miller & Hanson Inc., conducted baseline ambient sound level measurements during the period of October 23, 2002, through June 1, 2003, in Hawai'i Volcanoes National Park. In total, over 900 days of acoustical and meteorological data were measured at 22 sites throughout the park. This document summarizes the results of the noise measurement study.
