The purpose of this biological assessment (BA) is to review the proposed Redwood National and State Parks (RNSP) action, the Special Use Permit/Commercial Use Authorization Program, in sufficient detail to determine if the proposed action may affect any threatened or endangered species and/or their critical habitats. The National Marine Fisheries Service (NMFS) letter of concurrence (LOC) concludes that the proposed program should have no adverse effects to critical habitat or marine life.
