The purpose of this biological assessment (BA) is to review the proposed Redwood National and State Parks (RNSP) action, the Special Use Permit/Commercial Use Authorization Program, in sufficient detail to determine if the proposed action may affect any threatened or endangered species and/or their critical habitats. The USFWS letter of concurrence (LOC) concludes an informal consultation on the Special Use Permit/Commercial Use Authorization Program that determines that the program should have no adverse effects to endangered/threatened species or their habitat.
