This assessment was funded by a fiscal year 2015 Historic Preservation Fund grant to the Connecticut Department of Economic & Community Development (grant number P15AF00196) and a subgrant to the Town of Berlin, Connecticut (project number CT-15-03). From the executive summary: "The Town of Berlin acting through the Berlin Historic District Commission on behalf of the Berlin Free Library Association obtained grant funding for a conditions assessment of the Belfry balustrade through the National Park Service as administered by the Department of Economic and Community Development, State Historic Preservation Office in the Fall of 2015. The purpose of the grant is to document the current condition of the balustrade, make recommendations for preservation and repair, and estimate the cost of repairs. CME Associates, Inc. was enlisted by the Town to prepare the report and associated drawings contained in this document. Considering all options for repair of the balustrade, it is the recommendation of this report that the balustrade construction be removed from the building and reconstructed, reusing and repairing all historic materials, and replacing the deteriorated top and bottom rails with wood of a species that will be compatible with and suitable for the exterior environment."
