For this Certified Local Government project, the City of Cape May coordinated the work of a qualified preservation professional, or “Circuit Rider,” to facilitate implementation of local preservation programs through the engagement of local governments and stakeholders. From executive summary: "Barton Ross and Partners, LLC (BRPA) was tasked with researching the level of historic preservation governance in all sixteen municipalities located within the County of Cape May, including contacting members of each local governing body, municipal work force, members of the local government historic preservation function (commissions, committees, bureaus, societies, etc.), and citizens as stakeholders of historic properties or persons interested in historic preservation. BRPA documented the level of municipal governance within each municipality detailing any established commissions/ committees/bureaus, levels of responsibility and authority, adopted ordinances, rules and regulations in place, listings in municipal Master Plan documents and other governmental publications. BRPA also prepared a more in-depth comparison review of the two Certified Local Government (CLG) communities in the County of Cape May (City of Cape May and the City of Ocean City). This comparison documents the level of historic preservation governance and assesses the strengths and weaknesses of the local HPC in function and operations." Funding for this project was provided in part through a fiscal year 2013 Historic Preservation Fund grant to the City of Cape May (project number NJ-13-105) administered by the New Jersey State Historic Preservation Office (grant number P14AF00007) and the State, Tribal, and Local Plans and Grants Division, National Park Service, U.S. Department of the Interior. Cape May, New Jersey is a Certified Local Government.
