From introduction: The Town of Berthoud adopted its first historic preservation ordinance in June 2002, and authorized the establishment of an oversight board of citizens appointed by the town. The mission of the new Berthoud Historic Preservation Commission was 'to create appreciation of the value of Berthoud's historic resources through education, preservation and rehabilitation.' As a formal town government entity, the commission enabled Berthoud's designation as a Certified Local Government (CLG), and the town was eligible for funding to support preservation activities. The Commission was awarded funds for the first of three phases of survey work in December 2003, requesting support for its first focus upon the commercial district. The purpose of the project was to "begin the inventory process of historic resources, focus on the commercial area, generate interest in preservation through the education of citizens, and provide planning resources for the town." The survey forms and report Berthoud Commercial District Survey were completed in December 2004. That month, the Town was awarded funding for the second phase of historic survey, this one focused upon the historic residential neighborhood surrounding Fickel Park, an area immediately west of and partially contiguous to the commercial district survey area. A preliminary list of the resources to be included was submitted with the project grant application. Working with the Town Staff, the consultant developed a final list of 50 buildings and prepared an intensive level survey of each, recording appropriate information on Form #1403 -"Architectural Inventory Form." This report and the survey documents support the intent of the Commission as it plans its future work for the Town; the application narrative articulated the Commission' s vision by stating that the members "believe it is a critical pat of the education process both for the town staff and for the general public to become aware of the extent of Berthoud's historic resources." Funding for this project was provided in part through a fiscal year 2005 Historic Preservation Fund grant to the Town of Berthoud (project number CO-05-011) administered by the Colorado State Historic Preservation Office (grant number 08-05-20407) and the State, Tribal, and Local Plans and Grants Division, National Park Service, U.S. Department of the Interior. Berthoud, Colorado is a Certified Local Government.
