From abstract: "The Canal Fulton Library occupies a split-level structure consisting of multiple additions that has been renovated into a single complex. The original building was constructed in 1879 as a residence known as the Sullivan-Held House. The library moved into the house in 1949 and constructed an addition in 1958. The library is a contributing element of the Canal Fulton Historic District, which was listed in the National Register of Historic Places on December 2, 1982. In 1992, the library constructed a second addition and in 2003 underwent a complete renovation along with the construction of a third addition. The building has been experiencing water infiltration in various locations resulting in deterioration of interior flnishes and a "musty" smell emanating from the basement level to the first floor level. The frequency and extent of moisture infiltration is causing nuisances and often disrupts operations of the facility. Hardlines Design Company was commissioned to perform an investigative assessment of the complex's exterior barrier envelope. The purpose of the assessment was to identify deficiencies that cause moisture intrusion through the building's exterior envelope and to provide corrective recommendations (with cost estimates) that comply with the Secretary of the Interior's Standards for Rehabilitation." Funding for this project was provided in part through a fiscal year 2012 Historic Preservation Fund grant to the City of Canal Fulton (project number OH-12-12) administered by the Ohio State Historic Preservation Office (grant number 39-12-41942) and the State, Tribal, and Local Plans and Grants Division, National Park Service, U.S. Department of the Interior. Canal Fulton, Ohio is a Certified Local Government.
