Report on the Use and Funding Plan for The Calais Town Hall
Calais Town Hall Task Force and Arc & Arrow Consulting LLC. 2015. Report on the Use and Funding Plan for The Calais Town Hall. Town of Calais; Calais Historic Preservation Commission; Vermont Division for Historic Preservation. Calais, Vermont
Introduction: "In February of 2013, the Town of Calais hired Arnold & Scangas Architects to conduct a conditions assessment on the Calais Town Hall. The report identified a variety of building repair needs and made recommendations about how to address those needs. In light of the maintenance and repair needs of the Calais Town Hall, and in view of its historic and practical importance for the people of Calais and the surrounding area, the Calais Selectboard established the Calais Town Hall Task Force to conduct a public engagement and outreach process. The following report is a presentation of the public process that was undertaken to establish a plan for the future use(s) and level of rehabilitation/restoration for the Calais Town Hall. The report also includes a recommendation of funding options that might be pursued in order to finance the cost of rehabilitation/restoration efforts. The recommendations within this report are informed by a public engagement and outreach process that was done with the residents of the Town of Calais during fall 2015 to gauge the sentiment for how to use the building into the future and to what degree the building should be restored. Recommendations are also based on extensive research and evaluation of the Town's meeting space and its ability to accommodate community events, official public meetings, committees and boards. The public outreach process and research was conducted by the Calais Town Hall Task Force with assistance by Arc & Arrow Consulting LLC at the request of the Town of Calais and the Calais Historic Preservation Commission. Information presented in this document represent the summations of this research, the public process and analysis of survey and community meeting results. Recommendations put forth by Arc & Arrow Consulting LLC and the Calais Town Hall Task Force reflect input received through the public engagement and outreach process which was intended to gain as much collective public feedback on the future of the building as possible." Funding for this project was provided in part through a 2015 Historic Preservation Fund grant to the Town of Calais (project number VT-15-002) administered by the Vermont State Historic Preservation Office (grant number P15AF00190) and the State, Tribal, and Local Plans and Grants Division, National Park Service, U.S. Department of the Interior. Calais, Vermont is a Certified Local Government.
