The various selections which are under consideration in this report are situated both within the Kaibab and Dixie National Forests and on the open public domain, the major portion of being, however, under the direct jurisdiction of the Interior Department. As the control by private parties of the open public domain subject to and food only for grazing purposes of National Forest Lands, and vice versa, a join investigation by the two Departments was deemed advisable. For reasons of economy and expediency, it was arranged that a single report should be prepared, which was to be supplemented by a memorandum from Mr. Smith. The attempt to secure control of the prominent watering places throughout that entire portion of Arizona lying north and west of the Colorado River is so apparent that a report covering the whole area is deemed preferable to a single report on each selection. The report, however, includes a specific reference to each individual selection.
