In January 2014, the Governor of California issued a Proclamation of a State of Emergency due to extreme drought. In turn, the Board issued a Notice of Surface Water Shortage and Potential for Curtailment of Water Right Diversions to all water right holders in the state. An assessment of water rights held by Sequoia & Kings Canyon National Parks (Park) was performed in order to characterize the risk to Park water uses posed by potential curtailment of water uses in the Kings River and Kaweah River watersheds.
