From executive summary: "The Llano Red Top Jail has served the community well since its construction in 1895 by the county. The building served as the primary jail facility from that time to 1982, when the county built a new building for that purpose. The City of Llano purchased the building from the county in 2005 and became committed to restoring the jail to fulfill a community need. The city immediately hired Structural Engineer Pat Sparks in 2006 to begin plans for the building stabilization. Locals rallied around the jail project, and a group of passionate folks formed a non-profit organization, Friends of the Llano Red Top Jail, on July 12, 2008. The aim of the city and Friends is to work in partnership with funding agencies by pledging matching funds in order to restore this former beauty to all of its old jail glory. The jail was designated for listing on the National Register of Historic Places in 1977 and as a Recorded Texas Historic Landmark in 1979... The main purpose of this document is to provide a thorough evaluation of the current state of the jail structure and identify a prioritization of recommended rehabilitation and restoration measures utilizing the Secretary of the Interior's Standards for Rehabilitation guidelines (reference guidelines provided in the Appendix section of this document). In addition, the document serves as an informational tool which provides known historical information on the building to date, a compilation of historical photos and drawings, and a building chronology which documents the jail construction and later modifications. Finally, the master plan provides a preliminary opinion of probable cost for proposed work and a proposed plan to allow for project scope phasing if necessitated by City/Friends fiscal constraints." Funding for this item was provided in part through a 2010 Preserve America grant to the City of Llano (grant number 48-10-AP-5050) for the Llano County Red Top Jail Museum Planning project. The grant was administered by the State, Tribal, and Local Plans and Grants Division, National Park Service, U.S. Department of the Interior. Preserve America is a federal initiative that encourages and supports community efforts to preserve and enjoy our priceless cultural and natural heritage. The goals of the program include a greater shared knowledge about the nation's past, strengthened regional identities and local pride, increased local participation in preserving the country's cultural and natural heritage assets, and support for the economic vitality of our communities.
