From executive summary: "At the request of the Yap State Historic Preservation Office (YSHPO), International Archaeological Research Institute, Inc., (IARII) has undertaken a project to assist the YSHPO in preparing an Historic Preservation Plan (HPP) for Yap State. The HPP is a statewide tool to guide cooperative efforts to preserve and enhance the cultural heritage of Yap State. Stakeholders in heritage preservation include community leaders and members, state agencies, non-governmental organizations (NGOs), and professionals who have an interest in and connection to the archaeology, history, and culture of Yap State. The YSHPO plays a key role in coordinating heritage preservation in the state, but all stakeholders have a part in implementing the HPP. The plan is organized in three parts: Introduction and Planning Overview; the Yap State Historic Preservation Plan; and Resource Overview. The first part introduces the planning context for the HPP, including challenges faced and opportunities available for heritage preservation in the state. The second part is the core of the document and the substance of the HPP. The third part provides background information on heritage resources in the state. Appendices provide supplemental data. Part II of the HPP lays out the vision for heritage preservation in the state. Specific goals of the HPP include: GOAL 1: The YSHPO will provide leadership and support to ensure successful heritage preservation in Yap State. GOAL 2: Heritage preservation will be integrated into the consciousness of all levels of Yap society (government, NGOs, private entities, and the community), and will provide a sense of identity to all communities and citizens of Yap State. GOAL 3: Heritage preservation programs will have long-term sustainability, and will have a holistic perspective that melds cultural resources and heritage to their natural context. GOAL 4: Communities will take an active role in heritage preservation, with all community members from chiefs and elders to young children working together to preserve and maintain their tangible and intangible cultural heritage." Project funding was provided in part by a Historic Preservation Fund grant administered by the Yap State Historic Preservation Office and the State, Tribal, and Local Plans and Grants Division, National Park Service, U.S. Department of the Interior.
