From introduction: "This manual was developed to serve as a tool for property owners, architects, designers, and city staff to use in the conservation, rehabilitation, and enhancement of the properties and streetscapes of the Woodland Historic District. Using the information gathered in the collection phase through archival research, field inspection, and analysis, it was determined which physical characteristics were significant in distinguishing the Woodland District. Working with the City Historic Preservation Office staff, guidelines were developed to complement the current zoning regulations to ensure preservation of the physical characteristics that distinguish the district, design of appropriate new construction, and design of building additions compatible with the overall neighborhood character. The guidelines for design in the Woodland Historic District are organized into three main categories. The Infill Design Guidelines address the issues that would significantly effect how new construction will fit into the existing historic context. Next, the Rehabilitation Guidelines look at the issues of appropriate rehabilitation of historic buildings. This could have great impact at the south end of the district where the proximity to government offices has already spurred the rehabilitation of houses into offices. Lastly, the Additions to Existing Buildings Guidelines define what is appropriate to add to a historic building within the context of the historic district. These guidelines were written with emphasis placed on the block as a whole. As a visual unit, the block is very important since it defines the immediate context of the buildings. Recognising and defining relationships between buildings, therefore, relies upon their relationship to the block as a whole. These guidelines can be used in conjunction with the 'Historic Homes of Phoenix: An Architectural and Preservation Guide' which addresses in greater depth the issues concerning elements of individual buildings."
