From "Purpose of the Design Standards": "These standards and recommendations are intended to preserve and maintain the character of the historic buildings. They reinforce and protect the defining features of the historic districts and define those visual elements which are common to the district, as well as the qualities unique to this community and to each building. This document should help to preserve the integrity of the historic buildings and enhance the value of the Historic Districts for the private investor, residents and owners, and the community as a whole. When addressing changes to an individual building, it must not be taken out of context. Modifications affect the block as a whole and should have the broad interest of the community in mind." Funding was provided in part by a 2008 Historic Preservation Fund grant to the City of Paris (project number TX-08-040) administered by the Texas State Historic Preservation Office (grant number 48-08-21748) and the State, Tribal, and Local Plans and Grants Division, National Park Service, U.S. Department of the Interior.
