Rainbow Bridge Post‐Fire Response Plan, Lake Chelan National Recreation Area. The purposes of Burned Area Emergency Response (BAER) plans are to determine the needs and prescribe treatments to minimize threats to life or property or to stabilize and prevent further unacceptable degradation to natural and cultural resources resulting from the effects of a fire. Natural recovery is preferable.
