The Guide for Contracting Officer’s Technical Representative (COTR) on Cultural Landscape Report Contracts provides technical information for National Park Service (NPS) staff that manages contracts or cooperative agreements for Cultural Landscape Reports (CLR). This supplements the standard Contracting Officers Representative training. This Guide describes the responsibilities of the COTR. Since the Guide was authored, the term COTR has been replaced by Contracting Officer’s Representative (COR). Despite the change in terminology, the guidance provided in this document remains relevant and serves to provide valuable information to help direct NPS staff manage contracts and cooperative agreements for the completion of CLRs. Notable sections of the document include information associated with the development of a Scope of Work (SOW) as well as an itemized list of COTR tasks that need to be completed during the contract.
