OBG comprises three congressionally designated units of the National Park System: CAHA, Fort Raleigh National Historic Site (FORA), and Wright Brothers National Memorial (WRBR). These three park units are collectively managed as a single NPS unit. Despite management as a single administrative unit, these units face unique contexts and challenges due to the varying natural and cultural resources prominent within each unit. With porous park boundaries, miles of beach access points, designations of beaches as either vehicle-free or permitting off-road vehicles (ORV), and seasonal swings in visitation and recreational activities, CAHA was selected as the focus for implementation of Phase I of the Visitor Travel and Use Study, per direction received from OBG management. As such, project scoping conversations held via teleconference and during the onsite scoping trip focused exclusively on exploring approaches for data collection that will yield accurate and defensible characterizations of CAHA’s uses and users in future phases of visitor use and social science research.
