From the introduction: "The National Park Service (NPS) is initiating work to develop a Transportation Plan for Acadia National Park. The purpose of the Transportation Plan is to determine how best to provide safe and efficient transportation and a variety of high quality experiences to visitors within Acadia National Park while ensuring the protection of park resources and values. The plan will comprehensively examine several management options to improve safety on park roads and reduce crowding and congestion at key visitor destinations and travel corridors. One of several areas of focus for the Transportation Plan is Cadillac Mountain, where, during peak summer periods, intensive visitation causes traffic congestion, parking shortages, visitor crowding, resource impacts, and public safety issues. These issues have increased in recent years to the point that park staff have had to close Cadillac Mountain Road on occasion in reaction to severe traffic congestion and crowding on the mountain summit. For example, during the summer of 2015, the Cadillac Mountain road was closed due to extreme traffic congestion on seven occasions (Jacobi, 2016). The Transportation Plan will identify management strategies to address these and other transportation-related issues in Acadia National Park. To help inform the development of management strategies, the NPS is conducting an analysis of current use levels and desired conditions for resources and values for key areas in Acadia National Park, including Cadillac Mountain."
