This report was intended to provide detailed drawings of the buildings and specifically address the second floor subsistence of Building 4 beyond the scope of a Class B investigation. It includes an analysis of historical and archeological findings, visual survey and conclusions, investigation of the building fabric as needed to answer major structural questions, and working drawings and specifications. The level of investigation for this report was determined by the National Park Service North Atlantic Regional Office and supersedes the original Building 4 and 5 HSR task directive. The recommended treatment for the exterior facades is preservation of the current appearance, and the recommendation for the interiors is stabilization/adaptive re-use. Repair of failing wood columns supporting a part of the building's second floor is strongly recommended. At the time this report was prepared, Building 4 is a multiple use structure with the majority of the building used by the U.S.S. Constitution for administrative offices and storage. Building 5 is also a multiple use area. Portions of the second and the entire third floor are used by the U.S. Navy for berthing and feeding the U.S.S. Constitution Crew. The rest of the building is devoted to visitor services, staff offices, and the park library. The National Park Service planned to develop the visitor services portion as a park activity center.
