We studied professional decision making and communication regarding extreme heat risk in Utah by interviewing decision-makers responsible for forecasting, communicating, and managing heat risk in Utah, namely, weather forecasters, media broadcasters, and public officials including park managers. Results show that institutional norms have influenced how forecasters characterize extreme heat in Utah and that National Weather Service heat alerts and tools are unfamiliar to many decision-makers.
