The National Park Service (NPS) proposes to develop flood control measures to protect critical resources at the Herbert Hoover National Historic Site (the site) located in West Branch, Cedar County, Iowa (see figure 1). Hoover Creek, a tributary of the west branch of Wapsinonoc Creek, traverses the site and is subject to flash flooding. A statement finding no significant impact (FONSI) is included.
