This Historic Structures Report concerns Lock House #24 along the Chesapeake and Ohio Canal, approximately 22.8 miles from the Georgetown terminus of the canal and beside Seneca Creek. The report includes administrative, historical, architectural, and landscape data to support the proposed construction. The structure was scheduled for rehabilitation and remodeling to provide space for a Park Police substation, a visitor contact station, and public toilet facilities. New facilities were planned so as not to impact the original parts of the building, recognized for historical and architectural importance. The work was proposed at that time because a masonry wall of the house was in dangerous condition and additional facilities were needed to support the increased public use of the area. The Chesapeake and Ohio Canal Company issued specifications for lock houses as early as 1828, and Lock House #24 does not conform to this specification. There is some evidence that contractors Holdsworth and Isherwood completed Lock House #24 by 1831 or 1832. It differs from the extant 1828 specification mainly in having fireplaces at either end rather than in the center of the house, in having a full story below the towpath level of the canal, the fenestration of the attic story, and the door arrangement of the lower floor. The report states that this modified specification no longer survives and there is no record of the first lock keeper or cost of construction.
