Grand Portage National Monument (GRPO) staff is considering future management activities in East Meadow that may include removing existing maintenance facilities and the Old Boneyard Road. Objectives include protection, restoration and interpretation of wetlands and cultural resources along the shore of Lake Superior. The park is also interested in constructing an interpretive trail at the site. GRPO requested assistance from the NPS Water Resources Division to meet two objectives: 1) Complete wetland delineation work at East Meadow using methods required by the NPS and the Corps of Engineers and advise on wetland compliance requirements; and 2) Evaluate the potential effects of removing the Old Boneyard Road on the persistence, hydroperiod and integrity of wetlands at East Meadow. This report presents the results of the delineation work, including a map of wetlands and uplands at the site (produced in ArcGIS). Our evaluation of potential effects of removing the Old Boneyard Road on wetlands concluded that such removal would not result in any negative impacts to the wetland system, and in fact could restore about 0.3 acres of wetlands at the site. We provide recommendations for removal of the road, identify opportunities for eliminating drainage ditches above the road culverts, and discuss wetland policy and regulatory considerations for future East Meadow activities.
