This report concerns a study appraising the foundation conditions and recommending improvements for the counterscarp rehabilitation at Fort Jefferson. The counterscarp, or moat wall, had been damaged by weathering, wave action, and insufficient depth of footing for the foundation of the walls in the sand. Shoals developed within the failed moats, preventing proper drainage of the water. The investigations performed included establishment of a survey base line, hydrologic survey, core boring, and geologic mapping. The report recommends repairing the collapsed portions of the counterscarp wall, adding a secondary tide gate opening, adding a protective wall to the counterscarp, removing shoals, and replacing bricks along the counterscarp wall.
