This report, mandated by a task directive from April 1982, set out to record the existing conditions of Fort Jefferson; collect, present, and evaluate archaeological, historical, and architectural/engineering data; and recommend appropriate stabilization treatment, design guidelines for contemporary structure renovations, and uses. The task directive mandating the report called attention to the pattern of intermittent, reactive maintenance and treatment since its abandonment by the army in the 1880s. The only substantial repairs by the National Park Service had been the repair of the counterscrap, leaving the rest of the structure approaching a state of deterioration that could accelerate to structural failure and collapse. The report categorizes preservation tasks by priority, ranking the needs of fifteen historic structures as "immediate," "urgent," "necessary," "desirable," or "keep under observation." Contents of the report include detailed technical drawings and photographs of existing conditions, material analyses, design concepts for adaptive reuse, and accessibility and safety analyses. On factors affecting preservation, the report notes that humans have little preservation impact on the site, while the environment continues to degrade the site.
