This value analysis study concerns several preservation, restoration, and stabilization initiatives of Fort Jefferson National Monument. The analysis manages to reduce the projected cost of restoration and stabilization by over half, from $12,478,500 to $5,858,500, building off the 1999 Perservation and Stabilization of Fort Jefferson, Title I. The value analysis study highlighted actions of paramount importance to the building structural system, while actions related to historic preservation, operational considerations, and visitor use and safety were of lesser, but still priority importance. The team placed high priority on the most severely decayed and deteriorated structural components of the fort, focusing on the restoration of the lower embrasures that remain. The study recognizes the counterscarp, or exterior walls, essential to the structural integrity of the fort, have begun again to decay, after earlier stabilization actions. The study also introduces the idea of replacing iron, prone to oxidization and exfoliation, with alternative metals and materials to simulate the original components.
