In accordance with NPS Director's Order #77-1 and Procedural Manual #77-1: Wetland Protection, a “Wetland Statement of Findings” is prepared when the NPS performs, funds or permits an activity that will have unavoidable adverse impacts on wetlands. In accordance with NPS Director's Order #77-2 and Procedural Manual #77-2: Floodplain Management, a “Floodplain Statement of Findings” is prepared when the NPS performs, funds or permits activities that will have unavoidable adverse impacts associated with the occupancy or modification of floodplains, including potential harm to people or property or diminishment of the natural and beneficial values of floodplains. When both documents are required for an NPS activity, a combined “Wetland and Floodplain Statement of Findings” is prepared. Statements of Findings are a part of the NPS NEPA process. They are attached to NEPA documents as appendixes when they go out for public review. Public comments are incorporated into final versions that are signed by the park Superintendent, the Chief of the NPS Water Resources Division, and the NPS Regional Director.
