Exposed to the wind, within a sweeping valley of short grass prairie, amid the swales of the Santa Fe Trail, lie the territorial-style adobe remnants of the largest 19th century military fort in the region. For forty years, 1851-1891, Fort Union functioned as an agent of political and cultural change, whether desired or not, in New Mexico and throughout the Southwest. This document consists of materials accumulated by Roger W. Toll concerning the, at the time, proposed Fort Union National Monument. The report had not reached the stage of direct recommendation, but the following is quoted from pencil notes by Mr. Toll on the subject: "I think the Santa Fe Trail should be completely marked, but that it is unnecessary to establish national monuments along it, with government ownership of land, custodians, etc."
