Harpers Ferry National Historical Park preserves historic resources and commemorates the historic events that occurred at and around Harpers Ferry, West Virginia. The park consists of portions of the Lower Town, the former Storer College campus, landscapes associated with the national historical park’s Civil War significance, and lands preserving the historic viewshed down the Potomac River. This historic structure report concerns the Richards Building (Bldg. 40) in the Lower Town area of Harpers Ferry. The exterior of the Richards Building is to be restored to its at the time of its appearance at rebuilding (1873) and the interior adaptively restored. The first floor, which has been used in the past as a clothing store display and is currently used as workshop, will be open to visitors and will house demonstrations by craftspersons on the restoration process. This floor will be restored to adaptively accommodate this new use and visible construction details of previous floor levels will be preserved and interpreted. The upper two floors will undergo general adaptive restoration that will render the suitable for office spaces use as quarters or storage space as the need arises. They will not be made accessible to the general public.
