"This report represents the first phase or the GIS Needs Assessment. GHRD hired GIS GLOBAL to identify division needs that could be solved or improve using GIS technology. In addition to identifying division needs, several other objectives were established for the project including the interagency needs for federal and local agencies; data standards used by these entities; GIS technology needs; data security; and GIS training needs for the division. Finally, the GIS Needs Assessment was initiated to guide GHRD in accomplishing its mission “… to engage in a comprehensive historic preservation program that promotes the use, conservation, preservation, and presentation of historic properties. Our Goal is to implement projects and activities that help us achieve our planned goals.” GIS GLOBAL compiled and analyzed the data gathered in the GIS Application Description Forms, the personal interviews, and from the focus group. Gaps in knowledge and information necessary to complete the Needs Assessment were identified. The findings of the information compilation and analysis exercise are outlined in Section 4 of this report. These include the GHRD’s organization chart, Current Procedures, Program Descriptions, Computer Hardware and Software." Project funding was provided in part by a Historic Preservation Fund grant to the Guam Historic Resources Division (GRHD), administered by the Pacific West Regional Office, National Park Service, U.S. Department of Interior (grant number 66-05-20461).
