Downtown Winona Historic District Study Final Report

From the Management Summary: "The City of Winona hired Landscape Research LLC in November 2017 to conduct a study of Winona's two downtown historic districts previously listed in the National Register of Historic Places (NRHP). The East Second Street Commercial Historic District (listed 1991) and the Winona Commercial Historic District (listed 1998), comprises all or portions of fourteen blocks. The properties reflect the significance of the city's successful commercial and architectural development following the Civil War, and through the early twentieth century. The City of Winona locally designated both NRHP districts in 2008. In addition to the 84 buildings in the Winona Commercial Historic District, 102 Walnut and 159 E. 2nd Streets were also added to the local district boundary. In 2011, the Winona and St. Peter Railroad Freight House (individually listed on the NRHP) was added to the 22 buildings in the East Second Street Commercial Local Historic District. The primary objective of the current study was to prepare an updated database and new Minnesota Architecture-History inventory forms for all NRHP and local historic district properties. All properties were photographed. The inventory form design follows that recommended by Minnesota Historic Preservation Office (MnHPO) guidelines. The inventory will be integrated with Winona databases, and the City and the Heritage Preservation Commission (HPC) will use it for future planning needs. The inventory will also inform future Section 106 and other reviews conducted by MnHPO. Another study in the Walnut and E. 2nd Street areas and the edge of the East Second Street Commercial Historic District. The consultants evaluated expanded historic context development to support potential boundary changes, and the potential individual eligibility of adjacent properties. Following discussion with the Winona Heritage Preservation Commission, an industrial history context development, was recommended. Any additional work on the proposed evaluation and district amendment will be conducted in two phases."
