From Why this Publication Was Developed: "In common with owners, managers and users of other buildings, people and organizations associated with historic buildings have become increasingly concerned with the costs and availability of the energy needed to provide convenient and comfortable interior conditions. Historic buildings pose unique challenges and considerations in this regard, beyond those normally encountered in existing buildings. These special considerations are reflected in the Secretary of the Interior's "Standards for Rehabilitation and Guidelines for Rehabilitating Historic Buildings", which form the basis for determining whether rehabilitation of an historic building might qualify for certain federal tax benefits. When the Secretary of the Interior's standards and guidelines were developed, energy conservation and solar energy applications were not given detailed or explicit consideration. The purpose of this publication is to elaborate on the Secretary's standards and guidelines with specific regard to energy conservation measures and solar energy applications. Although these guidelines are intended to cover a complete range of energy considerations, they are nto meant to constitute a comprehensive energy primer for historic buildings. References are provided to more complete technical works. This publication is intended to provide guidance on common energy conscious design measures ans strategies, in light of important historic characteristics, in order to assure that steps taken are appropriate to thie historic buildings in question."
